The Current System
At present, Texas counties are usually responsible for funding the child abuse and neglect cases which determine the "best interest of the child." Consequently, the court-appointed attorneys who represent the children are paid little in fees, if any, and have little or no budget for case preparation, including such things as research, analysis, and seeking expert witnesses.
